This week, the Syrian jihadist group Hayat Tahrir al-Sham (HTS) passed a notable milestone: it has now been active for longer than its predecessor, the al-Qaeda branch Jabhat al-Nusra (JN). Although HTS remains an extremist organization, it attempts to derive legitimacy from different constituencies these days. As JN, the group based its legitimacy on where it stood within the global jihadist movement, but as HTS, it seeks to build its reputation within the local milieu of Syria’s Idlib province. The latter form of legitimacy is more difficult to burnish, however, since it depends on how the group attempts to govern millions of residents with differing aspirations and worldviews. Ironically, HTS now acts much like the Arab regimes it claims to oppose throughout the Middle East—from the way it mobilizes local support, to the abuses it commits against activists opposed to its rule.

As Nimroz and Jowzjan provinces have fallen under the control of the Mujahideen of Islamic Emirate and a number of civil servants especially in Nimroz tried to flee towards Iran and other places with their families, the Islamic Emirate would like to give the following assurances:
– No former civil servant and other government employee including those who worked in the security sector in Nimroz and other provinces should have any fear of the Mujahideen of Islamic Emirate nor flee towards other places.
– The Mujahideen of Islamic Emirate have been instructed that all residents are provided general amnesty following the takeover of any province, district or region. Any person that worked with the opposition to that moment should not be fearful (of retribution). The Mujahideen will not harass any home, individual or family, rather they should all live assuredly.
– Fleeing to foreign lands or abandoning homes due to irrational fear generated by enemy propaganda will only cause you more suffering and hardship. The Mujahideen of Islamic Emirate have not treated anyone in an un-Islamic or inhumane manner (contrary to enemy propaganda) nor are they allowed to do so. They are your brothers and will treat you with absolute dignity.
– Any soldier, police or other security personnel who have joined and received amnesty from the Islamic Emirate via Preaching and Guidance Commission yet still faces harassment by anyone in the name of Mujahid should immediately contact the Complaints Registration Department through the Whatsapp number provided below to have their case addressed.
– No Mujahideen are allowed to use the private home of anyone as a base, center or under any other label. The private homes of people are inviolable. No matter the job of the homeowner, no home, vehicle or equipment may be used or confiscated. If anyone is wronged in this regard, the victim should register their case with the Complaints department.
– The Islamic Emirate does not want to ruin the country, to scrap government structure, to harm public treasury and private property or for people to be displaced from their true home. Therefore, all should remain in their places with assurance and without any fear of threats. The Mujahideen of Islamic Emirate will protect and safeguard all their rights, Allah willing.
