New statement from the Islamic Emirate of Afghanistan: “Regarding the Current Political Situation and Allegations”

A number of parties have alleged that the Islamic Emirate is not complying with its obligations outlined in the Doha agreement, and moreover, some sides and anti-peace figures are exerting efforts to prolong the stay of foreign forces and extend the occupation. The Islamic Emirate would like to make the following clarification regarding these issues.

The Doha agreement signed after eighteen months of intricate and hard negotiations is the sole political roadmap out of the ongoing US-Afghan conflict that no one should treat lightly. The Islamic Emirate on its part is seriously committed to its implementation, has taken effective steps in this regard, and also wants the other side to stringently implement the accord.

The American side attests that no foreign trooper has been killed over the past 12 months in Afghanistan, showcasing firm commitment of the Islamic Emirate to the agreement. In a similar fashion and in line with the text of the deal, no entity has taken any steps against the United States of America and its allies from the soil of Afghanistan nor is anyone allowed to do so, and as per the accord, intra-Afghan talks were launched and ceasefire made a topic of the agenda.

The Islamic Emirate has significantly decreased the level of operations, and in breaking with past practice, no annual spring offensive was announced or launched the previous year. That no district headquarters were conquered in succession like the years past, no numerous and complex attacks targeted the enemy in major cities, nor were plans sketched for the takeover of cities, if this does not constitute a reduction in violence than what does?

This is even before we reach any kind of an agreement with the internal opposition about ending operations against their military personnel. On the other hand, fighting which has occurred is mostly cases where our Mujahideen have been forced to defend their areas, or where the public has been safeguarded from harmful check posts, or where gunmen that extorted passenger vehicles and supply trucks on main highways were suppressed.

In contrast, the Kabul administration has launched large scale operations in various provinces and in some cases were even provided with air supported by foreign forces. Moreover, raids have been carried out against civilians, American aircrafts are still conducting unwarranted and agreement breaching airstrikes, entire prisoner release process to be completed within three months after launch of intra-Afghan dialogue in line with text of agreement has not been realized, leaders of the Islamic Emirate have not been removed from UN sanctions and rewards lists, warmongering and provocative rhetoric and propaganda by top brass of the Kabul administration has continued unabated since the signing of the agreement, they are conducting suspicious attacks against civilian and defenseless targets in cities, and intellectual figures are being assassinated to pin the blame on Mujahideen and create an atmosphere of mistrust. All of these actions display the non-commitment of the other side towards the peace process.

The Islamic Emirate once again calls on all parties to remain committed to their obligations instead of resorting to propaganda, provocations, baseless accusations and promoting an atmosphere of distrust. Our faith does not allow us to violate our agreements, therefore no one should be apprehensive about us, rather they should focus on implementing their own commitments.

Our message to the upcoming NATO ministerial meeting is that the continuation of occupation and war is neither in your interest nor in the interest of your and our people.

Anyone seeking extension of wars and occupation will be held liable for it just like the previous two decades. The Afghan Mujahid nation considers defense of their homeland, values and freedom their legitimate right and takes pride in it. Hence, all must avoid misjudging the situation or falling for the trappings of warmongering circles.

‏بسم الله الرحمن الرحيم
١-تابعت شيئاً من تعاطي وكالات الأخبار و ومواقع التواصل وحسابات بعض الأفراد حول زيارة الصحفي الأمريكي إلى محافظة إدلب وتغطيته لها على مدار ثلاثة أيام، وبعيداً عن النقاشات الساذجة والشكلية أو الحاقدة.

‏٢- فإن القاسم المشترك الذي يستخلصه المراقب المنصف للحدث هو ثلاثية: الثورة وإدلب والهيئة، الثورة السورية اليتيمية التي خذلها القريب والبعيد وتآمر عليها الجميع، وإدلب الشموخ التي غدت قلعة الثورة وبقيتها، إدلب العزة بالجهاد وأبناء سوريا الأحرار بل بالغيارى من أصقاع الأرض.

٣- إدلب الخضراء التي غدت بزيتونها الأخضر وصخرها الأسمر وترابها الأحمر أيقونة الحرية ومأوى المظلومين ومهوى قلوب الثائرين، في هذه الثلاثية الرائعة يأتي دور الهيئة التي استطاعت بتوفيق الله ثم بحكمة قيادتها وتماسك صفها أن تدير المشهد باقتدار وتوازن أجبر الجميع على الإنصات والاستماع له بشغف سواء أحب أو كره ،فلا يمكن أن يغطى ضوء الشمس بغربال.

٤- فلقد فرضت الهيئة إيقاعها و أثبتت أنها استطاعت أن تخرج من قوقعة التنظيمات والأحزاب إلى سعة الأمة والمجتمع وأن تكون حمالة لمشروع وضع مصلحة أهل السنة في سوريا نصب عينيه حماية لوجودهم وضمانة لكرامتهم وتحقيقاً لهويتهم المسلوبة.

‏٥- حتى بدأت تظهر شخصية اعتبارية للمحرر أصبحت حديث الساعة ووكالات الأنباء ومراكز الأبحاث والدراسات بشكل أغاظ الحساد والحاقدين الذين جن جنونهم بشكل هيستيري ولا غرابة أن يكون الطعن مزدوجاً من اليمين إلى اليسار من طواويس المنهج إلى طواويس السياسة.

٦- طرف يريد أن تترك السلاح والجهاد ليثبت لنفسه المريضة انحرافاً موهوماً مصطنعاً وطرف يريد لك أن تنغلق ويضع حولك أسواراً من العزلة لإقصائك عن ميدان السياسة التي يزعم أنه رائدها بناء على تصور ساذج لمعنى السياسة، فلا تعارض بين التمسك بالثوابت الشرعية والثورية مع المرونة السياسية.

‏٧- ولا معنى لهذا الفصام النكد بين الجهاد والسياسة المشروعة، فلا انفكاك بينهما لأنهما من شريعة واحدة محكمة وسيرة المصطفى عليه الصلاة والسلام شاهدة على ذلك، ولكنها السياسة المنبثقة من الواقع و صنع الحدث و امتلاك أوراق القوة لا سياسة الخنوع و الاستجداء و التسول الذي تتقنه دكاكين الارتزاق

٨- السياسة التي تحمي المكتسبات وتسوق لها وتحافظ على السمعة و تنقل الصورة وتحمي الثورة من دعايات الأعداء و شيطنة المنافقين، السياسة التي تعتمد على قوة الداخل وتماسكه كرأس مال لا يمكن المغامرة به.

‏٩- ومن هنا كانت الطفرة الجهادية والثورية عبر ترسيخ مبدأ المشاركة مع الشعب والناس نخباً و مثقفين و أكاديميين و أطباء و مهندسين و وجهاء وعمالاً و تجاراً وفلاحين في إدارة المحرر عبر مشروع الحوكمة الذي أضحى ضرورة واقعية لنثبت للعالم أجمع أن ثورتنا ثورة بناء وحضارة وأننا قادرون على إدارة شؤوننا لا كما يزعم النظام الفاسد المجرم.

‏١٠- الذي يصور للناس زوراً و بهتاناً بأن الثورة عبارة عن ميليشيات مسلحة متناحرة فاشلة ولكن تطورات الواقع أثبتت عكس ذلك بالعلم و التعليم و المعاهد والجامعات والمساجد والأسواق وإرادة الحياة الكريمة، في وقت يسهر فيه المجاهدون على حماية الثغور و حماية أمن المجتمع.

‏١١-إننا في معركة شرسة مفتوحة مع عدو مجرم لا يرقب في مؤمن إلاً و لا ذمة و لا يدخر وسعا في حربنا بكل طريقة فلا خيار لنا إلا المواجهة والثبات أو الذل والهوان ولا حلول وسط ولا مصالحات بل علينا الاستنفار على كل الصعد ووفق الإمكانيات المتاحة و بكل السبل المشروعة.

١٢- فمعركتنا معركة وجود و معركة حياة أو موت وندرك ذلك ولا نجمل الواقع لكن لا خيار لنا إلا أن نستمر بثورتنا وجهادنا حتى تنفرد سالفتنا أو نهلك دونه، متسلحين بسلاح الإيمان والعزيمة والإصرار ونشر عدالة قضيتنا ويقيننا بأن النصر في النهاية حليف المظلومين وأن العاقبة للمتقين.

‏١٣- إننا اليوم في لحظة حرجة، نعم لقد ضاعت منا الكثير من الفرص بعد أن ظهر الخوارج وبعد اتفاقيات العار و التسليم ولا نعفي أنفسنا من المسؤولية والتقصير ولكننا لن نجلد ذاتنا و نعيش على أطلال الماضي بل لا بد من المضي لإنقاذ ما يمكن إنقاذه و الانطلاق منه لإكمال معركة البناء والتحرير.

‏١٤- ولن نسمح لمن يريد جرنا إلى ميدان الجدال و الخصومات و تصفية الحسابات فالمشغول لا يشغل و الميدان ميدان عمل لا مناكفة، فطوبى لمن لان بأيدي إخوانه وداس على أهوائه ولحق بالقافلة (وَقُلِ اعْمَلُوا فَسَيَرَى اللَّهُ عَمَلَكُمْ وَرَسُولُهُ وَالْمُؤْمِنُونَ ۖ وَسَتُرَدُّونَ إِلَىٰ عَالِمِ الْغَيْبِ وَالشَّهَادَةِ فَيُنَبِّئُكُم بِمَا كُنتُمْ تَعْمَلُونَ).
